Europe’s leadership is vital towards limiting the global temperature increase to 1.5°C and driving a nature-positive future. In order to make the transition to a sustainable economy that takes planetary boundaries into consideration, measuring, understanding and acting on the climate and environmental impact of companies and sub-national actors is indispensable.

CDP is a unique mechanism for governments to accelerate the implementation of international and national climate and nature targets. We support corporates and sub-national jurisdictions drive faster progress towards achieving climate neutrality and full recovery of nature by 2050. In order to get us over the finish line and motivate all companies and sub-national jurisdictions to join in the transition, government support is needed.
This is where governments can have the biggest impact in supporting CDP.
The information CDP obtains is vital because it underlies effective and efficient decision-making on policies and measures that advance the transition. CDP’s data and insights – based on voluntarily disclosed primary information from companies and sub-national jurisdictions – and its resulting unique expertise can be utilized by governments to achieve the targets set forth in the Paris Agreement, the Convention on Biological Diversity, the European Green Deal and the Sustainable Development Goals.
In September 2022, CDP in partnership with Oliver Wyman launched its temperature ratings brief: Missing the Mark. The brief assesses disclosed emissions reduction targets of companies in the G7 group of countries, within Europe, and across regions an industrial sector level.
By endorsing CDP, governments effectively leverage their authority to promote voluntary corporate and sub-national climate and environmental disclosure and action. European governments can support transparency and ambitious action through an endorsement.

For EU member states and EFTA countries, additional benefits exist by endorsing and partnering with CDP. These include automatically meeting several of the important climate-related obligations set forth by the EU and numerous international agreements. This is because the commitments of governments partnering with CDP are closely aligned with EU and other international fora’s policies, legislation and, consequently, member states' obligations. Government endorsement – unfunded
By endorsing CDP, governments use their authority to promote environmental disclosure and action by companies, cities, and regions. An unfunded government endorsement requires no financial contribution to CDP and is subsidized by CDP’s existing funding support of the European Commission and other sources. This option gives flexibility to governments endorsing CDP for the first year and for governments which are not currently in a position to make a funded contribution to support CDP’s mission.
Government endorsement – funded
A funded government endorsement option includes governmental funding support for CDP that covers the full costs associated with operating and developing CDP’s global disclosure system and tools, offering our Government Portal and Dashboard, and supports CDP’s charitable mission to achieving climate neutrality and a full recovery of nature.

For more than 20 years CDP has been driving systemic change towards a net-zero, nature-positive, resilient, energy-efficient and resource-secure economy and society. This is only possible thanks to the funding support from a range of donors, including governments, public institutions and philanthropic organizations.
CDP recognizes that each government operates in a unique local context in terms of government system, economic structure and organizational culture. CDP offers bespoke projects co-designed with governments to produce insights and tools that support them in achieving their national climate and environmental goals. CDP is always looking for opportunities to strengthen its activities and provide value to policymakers.

The Ministry of Ecological Transition and CDP have a longstanding collaboration to drive voluntary climate and environmental action among companies, cities and regions in Italy. A formal cooperation was formed through a Memorandum of Understanding in 2017. Since then, the Ministry and CDP have been driving transparency on a national level and on the international stage towards achieving the Marrakech Partnership for Global Climate Action, aligning the Italian government’s contributions to implement the Paris Agreement, its Nationally Determined Contributions (NDCs), and its contributions to the Sustainable Development Goals (SDGs).
