In this session we will learn about how Cities, States, Regions, and Public Authorities can act on their scope 3 emissions and have cascading impact by engaging suppliers through transparent disclosure.

This webinar will look at funding and technical assistance available for U.S. Cities through the Bipartisan Infrastructure Law – with a focus on building energy efficiency and renewable energy projects. The recent IPCC report released in February 2022 has underlined the fact that we are not prepared for the impacts of climate change. In response to dire mitigation and adaptation concerns, the Taskforce on Climate-Related Financial Disclosure (TCFD) published recommendations in 2017 for the dissemination of information on climate change risks and opportunities by non-financial corporations and financial institutions, offering information required for investors, creditors, and insurance agents to properly assess and price climate-related risks and opportunities. While often considered at physical risk from climate change, state and local governments also act as financial entities whose economic and social resilience is at stake. As cities across the United States lead with renewable energy and greenhouse gas emission reduction goals, access to capital is critical to implement renewable energy projects. The Department of Energy’s Loan Programs Office (LPO) provides access to debt capital for commercial-scale clean energy projects in the United States and has $40 billion in loans and loan guarantees available. As many local authorities move to implement their climate strategies and action plans, we have observed a need to better align decision making with Net Zero commitments. Many local authorities have told us that existing processes simply do not accommodate sufficient carbon consideration. This is also commonly combined with a lack of education and understanding of why carbon impact is important. This means that even after climate emergency declarations are made and ambitious action plans drafted, decisions are still being made to lock in more carbon-intense outcomes when alternative lower-carbon options may be available. Such decisions may also mean that longer-term socio-economic co-benefits and opportunities are overlooked. The event focused on the presentation of the CDP-ICLEI Track tool as a way to help monitor the actions of local governments and understand the impact of their policies and identify opportunities for improvement in sustainable initiatives. In addition, the OPCC, a biannual WWF initiative that aims to attract new participants and enhance collaboration between cities and organizations such as ICLEI and WWF, was presented. The webinar was an opportunity for CDP network member cities and other interested parties to learn about the climate agenda and opportunities for collaboration with these organizations.

The event focused on explaining the concept of Science-Based Targets (SBT) as a scientific approach to set reduction targets for greenhouse gas emissions that are necessary to avoid the worst effects of climate change. The webinar also aimed to help municipalities set ambitious and achievable targets for reducing greenhouse gas emissions, with a focus on the step-by-step methodology of the Cities Challenge (OPCC), which is a more accessible methodology for all cities. Additionally, WWF was invited to the webinar to follow the session and make a brief call to action in favour of their OPCC initiative.

WWF’s One Planet City Challenge (OPCC) is a friendly competition celebrating cities that are national and international frontrunners demonstrating ambitious climate actions. WWF will assess the alignment of cities’ climate actions, plans and targets with their fair share of the Paris Agreement and its goal to limit global warming to 1.5 °C. Cities wishing to participate in the One Planet City Challenge (OPCC) are invited to report their climate ambitions through CDP-ICLEI Track. This webinar will address the rationale, design, process and timeline of the initiative as well as how to use the reporting platform and successfully submit data to the OPCC.
