18 November 2022 (Sharm El-Sheikh): Responding to the publication of the draft cover text for COP27, CDP's Global Director for Climate Change Amir Sokolowski said: "Today's COP27 draft text offers hope of some positive outcomes. A final agreement must retain this commitment to rapid global efforts to limit warming to 1.5C. 1.5C is a framework for action & a limit, not a goal. There can be no substitute for deep, rapid emissions cuts.
CDP welcomes the inclusion of the need to accelerate global efforts to phase out unabated coal. But no mention of a phasing out, or down, of fossil fuels is reckless & dangerous. The final agreement must reflect science and drive global efforts to end our reliance on fossil fuels.
In alignment with scientific findings, a key outcome of #COP27 must be enhancing the financial & technological support for adaptation, as has long been promised. Some effects of climate change are already baked in. But adaptation will become more difficult, if not impossible, if we do not continue to pursue rapid emissions cut and a transition away from fossil fuel dependence. Parties must today ensure #COP27 sets us on the path to do so, and fast.
COP27 must secure an agreement for loss & damage and guarantee developing countries access to sufficient climate finance. More developed countries, the biggest drivers of climate change, should follow the lead of the EU, who today agreed to loss & damage fund.
The final agreement must include the Global Stocktake under 'ambition': it is the ambition mechanism of the Paris Agreement. In accordance with the recommendations of the UN High Level Expert Group, non-state actors have a critical role to play in the transition to zero. Their ambition, progress & gaps must be effectively captured, increasing accountability & boosting ambition."
